Position Summary:

The Field Services Coordinator is responsible for overseeing all aspects of field operations which includes but is not limited to scheduling daily work activities of assigned Mapping and Condition Assessment personnel. The Field Services Coordinator will organize tasks in order to complete assigned work; monitor the status of work in progress and inspect the completed work of Mapping and Condition Assessment personnel by performing established quality assurance procedures. The Field Services Coordinator will confer with Mapping and Condition Assessment personnel to assist with complex/problem situations, provide technical expertise, train associates on operational procedures and proper use of equipment.

 

The Field Services Coordinator will manage all equipment and software problems; will conduct employee performance evaluations and list requirements for training and development for assigned Mapping and Condition Assessment personnel. Field Services Coordinator will serve as a mentor to all Mapping and Condition Assessment personnel regarding general activities or specialized skill sets, as well as assisting in resolution of work problems related to project specifications. The Field Services Coordinator will perform duties throughout the City and County, including working in wooded areas and river swamp lands inspects sites, determines what will be required to map and do condition assessment, keeps accurate notes, and draws sketches if needed to document. The Field Services Coordinator will communicate with property owners regarding Mapping and Condition Assessment work in the area, which may involve accessing private property to perform inspections.

 

The Field Services Coordinator will also serve as the Fleet Coordinator for the organization and play a crucial role in corporate vehicle performance and maintenance. This will include but is not limited to fleet maintenance, procuring and replacing vehicles, as well as the coordination of all vehicle registrations, manufacturer recalls, and citation payments.

 

Responsibilities include, but are not limited to the following:

  • Managing and adjusting staffing capacity to meet performance goals.
  • Establishing and maintaining sufficient training programs to meet performance goals.
  • Establish, maintain, and enforce adequate control policies and procedures to ensure high levels of accuracy
  • Provide weekly and monthly progress reports.
  • Attend weekly and monthly briefings and planning sessions.
  • Assist with and identify process improvements.
  • Manage multiple, changing priorities and execute within short timelines to deliver results through active project management.
  • Maintain professional relationships with associates and clients.
  • Must Complete 60 hours of professional development per year.
  • Other activities, duties, and responsibilities as assigned.

Qualifications:

  • Education- GED or Highschool degree required; associate degree or bachelor’s degree preferred.
  • Skills- Employee must have a valid driver’s license and utilize their vehicle occasionally to visit job sites across the city when an AWPM vehicle is not available.
  • Three or more years of experience supervising Field Services employees.
  • Preferred proficiency in the following technologies: Microsoft Office Suite, ESRI ArcGIS products including ArcMap, ArcGIS Pro, and ArcGIS Online, AutoCAD Civil3D, and handheld GPS devices.
  • Preferred familiarity with engineering and construction drawings
  • Preferred infrastructure and site surveying experience.
  • Work occurs at various sites across the city and at times near or on residential property and contact with the general public may occur.

Associate may be exposed to traffic hazards, dangerous animals, insects, poisonous plants, and weeds. Position Summary:

The Field and Construction Inspector is responsible for inspecting the work of contractors performing construction and to ensure the work performed by contractors is in accordance with the specifications within contract documents. This position is onsite in Birmingham, AL at various construction locations.

Essential functions:

  • Inspect and document the work performed by contractors is in compliance with contract specifications.
  • Coordinate activities to resolve any access issues which inhibit the contractor from successfully performing required tasks.
  • Investigate critical incidences to ensure field information is gathered to successfully address the incidence.
  • Follow up and ensure incidences are resolved.
  • Review CCTV video of lines assessed by contractors to ensure quality control and to make recommendations on repair, rehabilitation, and any future maintenance activity of the line.
  • Oversee inspection of all work being performed by the contractors according to specification and drawings.
  • Verify contractor compliance with codes, regulations, site materials, and specifications.
  • Maintain inspection records.
  • Recommend requirements for remedial corrective actions.

Qualifications:

The Environmental Services Department Overview

The Jefferson County Environmental Services Department is an award-winning water resource recovery agency that collects and treats wastewater for the Birmingham, Alabama metropolitan area. The department maintains over 3,500 miles of sewer lines, 186 pump stations and nine water reclamation facilities throughout the region. Our sewer system serves an estimated population of 600,000 residents within a 443 square mile service area and treats approximately 105 million gallons of sewage per day. The department is committed to protecting the environment and providing our customers high quality, effective and efficient water reclamation services. The main divisions of Environmental Services include administration, maintenance and construction, compliance laboratory and water reclamation facilities. Each division is responsible for a specific range of operations that work together to serve its customers, protect water quality, and meet all regulatory obligations.

The Environmental Services Deputy Director assists the Environmental Services Director in managing the day-to-day operations of water reclamation facilities and sanitary sewer collection system, as well as asset management, construction, and engineering to maintain regulatory compliance in Jefferson County. The Environmental Services Department of Jefferson County manages the sanitary sewer collection and treatment system, including sanitary sewer lines, pump stations, and water reclamation facilities. By overseeing portions of the department’s operations, the Environmental Services Deputy Director is responsible for ensuring the 24-hour, 7 days a week operation of the clean water services provided by the department. This includes tasks related to preparing and managing both an operating budget and a capital improvement budget that are enterprise-funded, implementing quality improvement programs, forging effective relationships with the community and regulatory agencies, overseeing contracts, and planning for and complying with all relevant regulations and law. The Deputy Director directs one of the functional operations of the Environmental Services Department, ensures that employees have the necessary resources to accomplish goals, and assists the Director in the execution of his/her vision in planning, organizing, directing, and evaluating the activities of clean water services in Jefferson County.

The new Environmental Services Deputy Director is expected to have broad experience and progressive roles in the water reclamation field. Key priorities for this role include leading Jefferson County Environmental Services Department’s collection system operations and maintenance group that includes over 3,500 miles of sanitary sewer and 186 pump stations.

The Environmental Services Deputy Director will provide strategic leadership and effect organizational change to implement effective asset management and maintenance to continue to reduce sanitary sewer overflows and collaborate with the Capital Improvement Program team to identify and prioritize infrastructure needs. REQUIRED EXPERIENCE AND BACKGROUND

Position Summary of the Wastewater Treatment Supervisor:
AWPM is currently in search of a qualified Wastewater Treatment Supervisor who will report directly to the
Associate Vice President of Water Resources. The role of the Wastewater Treatment Supervisor is to
oversee the daily operations of our Wastewater facilities, ensuring the effective treatment of wastewater
from diverse sources. This multifaceted position involves managing personnel matters, serving as the
primary point of contact for clients, maintaining strong client relations, overseeing equipment
maintenance, and ensuring the production of high-quality effluent in compliance with state and federal
regulations.
The Wastewater Treatment Supervisor plays a pivotal role in our commitment to environmental
stewardship at Allworld Project Management. Additionally, this position involves collaborating with and
executing directives from the Associate Vice President of Water Resources. We are seeking a candidate who
can uphold our standards for safety and operational efficiency while supporting our environmental
objectives.

Responsibilities include but are not limited to the following: Other duties may be assigned

  • Maintains a safe working environment for all staff and visitors. This requires operator training and
    monitoring for proper PPE usage, chemical handling, equipment safety and other general plant
    safety. Also coordinates with contractors to ensure they follow the safety program implemented.
  • Attended client meetings, prepare reports and present to various stakeholders with the technical
    information required.
  • Must oversee gathering and review of process control information and make decisions and direct
    actions of WWTP personnel to maintain said process that meets or exceeds permit requirements.
  • Schedules and oversees all WWTP maintenance which includes preventative and unexpected
    maintenance issues. Must troubleshoot and evaluate maintenance problems and decide the
    proper corrective actions while maintaining water quality and continuous plant operation if at all
    possible. Gathers and submits contractor quotes for review by management. Schedules
    maintenance projects and coordinates with the maintenance department and the main process facility to ensure a safe, timely and cost-effective completion of said projects while also mitigating unauthorized wastewater bypasses. This may also include cooperating with the main process plant during their maintenance issues and adjusting our actions accordingly.
  • Must schedule and oversee all testing required. Generates reports, using lab results and internal data to submit to government agencies. Keeps records and logs neatly filed and organized for future research and state inspections. Generates and distributes labor, budget, and inventory reports, weekly, for other departments and management review. Generates daily log report and weekly activities report for review by management. Timekeeping reporting for WWTP operators. Provides some support for gathering of data for the environmental department for government and inter-company reporting.
  • Generates purchase requisitions for bulk chemicals, maintenance items, maintenance services, office supplies, lab supplies, PPE, housekeeping supplies, lab services and fees involved with licensing, certifications, and training. Gathers, reviews, signs, and delivers invoices and resulting paperwork to the purchasing department for receiving and payment. Works with purchasing and accounts payable departments to resolve problems with receiving or payments.
  • Oversees scheduling of the WWTP operators. Directly supervises staff of WWTP on all shifts. This involves safety and process training, skill development, process oversight, discipline and monitoring interpersonal relations between the operators. Occasionally helps with interviewing potential new hires.
  • Directs WWTP staff in all aspects of cleaning, trash collection and general maintenance of the WWTP which includes painting of equipment and infrastructure and organization of parts, equipment, and materials.
  • At busy times, may need to assist operators in field duties.
  • Performs other duties as requested by management.

Supervisory Responsibilities:

  • Directly supervises all Wastewater Treatment Operators. Carries out supervisory responsibilities in
    accordance with the organization’s policies and applicable laws.
  • Responsibilities include training employees; planning, assigning, and directing work; appraising
    performance; rewarding and disciplining employees; addressing complaints and resolving
    problems. This is a critical on-call position.

NATURE OF JOB: 

This is a highly responsible administrative, supervisory and technical position assisting the  director in the operations of the Utility Services Department, which is comprised of the Water  Treatment and Wastewater Divisions. TYPICAL JOB DUTIES:

  • Conducts preventative maintenance techniques on WWTP operating equipment to ensure proper and safe plant operations.
  • Maintains plant equipment by replacing, rotating and cleaning clarifiers, presses, belts, pits, pumps, basins, UV module, sand filter system, etc.
  • Collects samples, conducts field and lab tests, performs laboratory tests, records calculations and test results and transposes results into monthly operating reports for submission.

NATURE OF WORK

This is skilled assistant work in the electrical repair and maintenance of motors, control circuits, grounding, lighting, and receptacle circuits throughout the Water Works facilities.
